Moulton Village Design Statement

Cheshire West and Chester Council has recently published the draft Moulton Village Design Statement (VDS) for public consultation. It is the intention to adopt the document as Supplementary Planning Documents (SPD) making it a material consideration in the determination of relevant future planning applications in the Moulton Parish area. The document has been written, edited and produced by the Moulton Village Design Statement Committee with the help of Cheshire Landscape Trust.

The purpose of a Village Design Statement is to manage change in both landscape and buildings, whether large or small, in a way which reflects and harmonises with the local character of a village’s buildings, spaces and landscape setting.

The Moulton Village Design Statement sets out the specific nature of the landscape and features which make the Moulton Parish area distinctive, with guidelines on how to encourage new development that enhances and compliments what already exists.
The main aims of the Moulton Village Design Statement are:
to provide guidance for planning extensions or buildings, to ensure they harmonise and fit in to the local character;

to provide additional guidance for planning officials in decisions affecting Moulton; and
to be used by architects, developers and designers, who should use the VDS to identify what features the residents of Moulton want to see in any development

Before the Village Design Statement can be adopted as a Supplementary Planning Document it must undergo a statutory six week public consultation during which time comments on the draft document are welcomed.

The document is published for a 6 week public consultation between Wednesday 13 May 2009 and Wednesday 24 June 2009. It can be viewed, together with its accompanying sustainability appraisal at the following locations within the village:

It can also be inspected at the Council’s Offices located at Civic Way, Ellesmere Port, The Forum, Chester and Wyvern House, Winsford during normal office hours and at Northwich (including mobile library), Winsford, Frodsham and Helsby public libraries. A copy of the document can also be downloaded from the Council’s website by following the below link and selecting Village Design Statements on the right hand side of the page.
