From the Chair: Our Police Community Support Officer, Tom McDermott has moved on to another position and we welcome Kat Stock to the job. Kat started on 26th October and is covering Moulton and Davenham Parishes. She is making herself known to the community; she will be at the Parish Council meeting at the Village Hall on 9th November so why not come along and meet her. Also, new to the Parish Council is local resident James Gregory of Meadow Lane. James was co-opted to the council in August. We still have a vacancy – please contact the Clerk if you are interested. I would personally like to thank all who work so hard for the community and send my sincere best wishes for the upcoming festive season. Moulton Christmas Concert The Christmas Concert is Moulton's equivalent to 'Britain's Got Talent'. If you, or a number of you together, think you would like to come along to sing, recite a poem, do a dance or play an instrument or even a combination of the above activities, please let us know. Children wishing to take part should seek permission from their parents before volunteering. Dates and times will be advised soon. Annual Christmas Fair Santa Claus is coming to Moulton The annual Christmas Fair will take place on 28th November 2009 in Moulton Village Hall, starting at 1.00pm. Santa has promised to come….! At about 4.30pm, the Christmas Tree will be lit on the Green next to the village hall and once again Sale Brass Band is performing for us and there will be hotdogs and other refreshments available. |

Regent Street Garages The Council has been attempting to develop a policy over the last 14 months to improve the garages area at the back of Regent Street. This area is generally accepted as a grot spot within the village and in need of upgrading. The Council’s initial approach has been to focus on the lease agreement which whilst it had served well in the past, required modification to tighten a number of clauses especially relating to the rules on overall dimensions, (especially height), materials of construction and base requirements etc A number of drafts were made and the modified lease agreement was sent to the then Vale Royal Council Legal Department which suggested a number of modifications. These points were incorporated in what was expected to be the final draft in March 2009. However a further issue was that the Legal Department required the Parish Council to have a Disputes Resolution Procedure. The Garages Area Committee then complied with their recommendation. By May we had a new final draft and all garage lessees were invited to an open meeting on 29th June 2009. Ten lessees attended this meeting and it was accepted that the Parish Council’s draft new lease detailed a method of ensuring future improvements to the site. In general terms there are a number of well-maintained garages on the site but a few fall well below the standards reasonably expected by the Parish Council. Housekeeping too especially in the gaps between individual garages has to be improved. Perhaps a clean up session around your garage plot/s with your neighbour is a way forward! Moulton Citizenship Awards 2009 The Parish Council once again wishes to celebrate the work undertaken in the Village by many groups and individuals. The annual Citizenship Awards are to recognize ‘outstanding commitment, support and delivery of a service to the community of Moulton’. Awards are given for both an individual and for a group selected from nominations received from the community. Please have a think about who in the village has made the most difference for you and/or your family in the past year and contact the Parish Clerk for a nomination form. Closing date for nominations is 31st January 2010. |

Best Kept Garden Competition 2009 Final judgement was conducted by Bron Kerrigan, the Parish Plans Development Officer who complimented the village on its lovely and colourful gardens. Bron made presentations to the following 3 award winners at the Parish Council meeting on 14th September 2009: First Mr and Mrs Oakman of Chapel Lane; second Mr and Mrs Finney of Beechfield; Third Mr and Mrs Cresswell of Summerfield Drive. |

Moulton Royal British Legion Bonfire Night On Thursday 5th November, a bonfire will be held at the ‘Legion’. Refreshments will be available and all are welcome. 6.30pm start. Why not bring your fireworks along and share them with friends in a safe environment? |

Pumpkin Competition 2009 Pumpkin plants were sold at the Crow Fair in July to grow the biggest. Judging was on Friday 23 October at the ‘Legion’; congratulations to Laura Williams of Park Lane. |

Moulton Village Design Statement Produced by a small committee of dedicated villagers over a period of almost three and a half years, Moulton is now well on the way to completing the Moulton Village Design Statement (VDS). This document is a Supplementary Planning Document which must be consulted before any planning permission is granted. It is a powerful tool which helps to ensure that the village develops with consideration given to the present settlement pattern and open spaces. Almost 100 draft copies of the Statement were distributed throughout the village during early May 2009 to initiate a consultation period of 6 weeks to 24th June 2009. Responses were received from 5 people in the village and 5 public bodies, namely Network Rail, Natural England, 4 NW (which is the regional planning body for the Northwest of England) as well as the Environmental and Highway Agencies. As a result, a number of minor changes to the document have been made and Cheshire West and Chester Council are now putting the final ‘touches’ to the document with a view to approval at its next full Council meeting on 17th December. The document itself will be printed in colour and made available via the Parish Clerk. |

Moulton Crows and Moulton Crow Fair Supporters Club Formed during 2008 with donations of £550 from its 17 members. This money has allowed us to produce 4 different designs of lapel badges. Our aim is to present a yellow Moulton Crows lapel badge to every member of the Crow Dance Troupe who performed since Crow Dance began. Also produced are 2 Moulton Crow Fair badges 2008 and 2009 and a Moulton Merry Xmas badge. These 3 designs are sold to support the further presentation of the free yellow badges. A Moulton Merry Xmas badge 2009 will be on sale soon. Please support the Dance Troup and purchase your badges. |

Moulton Crows Auto Club MCAC was formed about 18 months ago for anyone with an interest in motoring, be it 2, 4 or even 6+ wheels (we have members with HGV's). The Club has now grown to a membership of around 100, we have a regular Club meeting normally on the first Monday of the month, there were various runs out over summer ranging from a trip to other local motoring clubs in the evening to day runs to North Wales. Look out for our stand at the Christmas Fair. The Club has hosted several static displays - three so far at the Travellers Rest but the biggest and best attended by far was at this year's Crow Fair. Next meeting is Monday 2nd November at 8pm at the Travellers Rest. |

Vandalism / Anti-Social Behaviour Sadly we continue to get outbreaks of vandalism and anti-social behaviour at a small number of locations in the village. These acts all have an impact on each one of us. The Parish Council is regularly paying contractors to carry out work to repair, replace, or remove after any one of these incidents so as Council tax payers we all are paying for this work. However, we can work together to put an end to the incidents and the subsequent costs. They include, for example: Fly tipping behind a number of garages at the rear of Regent Street – and that includes surplus building materials, soil and rubbish – if you see anyone fly tipping here then please give all information to the Parish Clerk Graffiti at a number of locations – pleasingly the perpetrators have been caught by Cheshire Police. Some clean up has been undertaken and other work is in hand. Dog Waste – left on numerous paths and on the playing field – if you own a dog then please take responsibility to clear up your dog’s mess before it harms others. Broken Glass and Rubbish at the multi-games area – please ensure your young people use the facilities appropriately. Please report straightaway anything related to the above that you see or hear to: Cheshire Police on 0845 458 0000 (or 999 if the matter is serious and needs urgent attention) Ask for a crime reference number Use 0845 458 0000 to report incidents of non-emergency crime and anti-social behaviour, to request assistance or pass information. Your call may result in police attendance. The incident may be passed to a Neighbourhood Policing Team.
